3g problem

so im in a middle of the problem

1.My 4s aint getting 3g signal .. it only shows a blue circle where the 3g icon should be ..( obviously the internet wont work )
2.Also .. earlier today when the 3g icon was on .. I had no internet .. even if i had full signal or only 1 bar same thing
Edit : the problem varies between this problems .sometimes 3g appears but no internet sometimes the circle appears and no internet
any ideas ?

UPDATE : I had 3g and internet , I called someone after the call was done the circle appeared and no internet
