Is the SIM card seated properly in the holder? You could also go to your cellular provider to see if a different SIM card would work.

I called at *100# (provider number) and i walked troug menu and got 100mb for free,let's see if other one(200 that wasnt worKing)will work.

i think you should configure your 3G using the carrier configuration and then turn off the iPhone then turn it on
