if im in apps world and i download an app that is say 1gig, and im connected to Wi-fi... would the download of this app be deducted from my monthly data plan (considered as 1 gig used) or would it not affect my data plan since its going through Wi-fi?

As long as your connected to wifi, downloads do not count towards your monthly data usage.

Just wanted to add on here, as long as you're doing anything on wifi that uses data, it will not count against your data allowance.
