7.0 update- my 4S says up to date w/ 6.1.3

2 iPhones on same account both on Verizon and on iTunes.

My phone says my iOS is up to date with old 6.1.3
My wife's phone is updating right now...
It is killing me! I was the one looking forward to the update and my wife could give a darn.

What is going on? What do I need to do to make it update or whatever.

I appreciate your Apple wisdom.
