Access root when not jailbroken

I have an AT&T iPhone 4 and bought a unlocking SIM card but it did not work. Asked why and was told to edit something in the root directory. However how do I access root directory on a non jailbroken phone??? Cannot jailbreak when it is not activated!

Well if you cant jailbreak... the n the only tool to give you root access would be one of these..

there is some apps like iphone explorer that you can access the root
