Adobe Ideas Layers Purchase Transfer

I purchased Layers for Adobe Ideas on my iPad. That purchase did not transfer to my iPhone, even though the app is universal. I have deleted the app from my iTunes and iPhone and attempted to resync, but it didn't work, and the iPhone app is still insisting I purchase Layers (again).

Any idea of how to get it to work? Is this a flaw in the in-app-purchases system? Thank you!
