After IOS 9 Upgrade & Restore To New 6S. Gray Icons

Has anyone seen the problem that seems to occur after an upgrade to IOS 9 ?

I backed up my IPhone 6 via ITunes 12.1.3 and tried to setup my new 6S. Did the restore and all goes perfectly but a majority of both the Apple factory app icons and purchased app icons are gray and non functional.

Tapping them changes them yo "waiting" status like they are downloading or updating ... But they never go to normal function.

I reset my 6S and tried a clean restore - same issue. Did another backup of my 6 and that restores the same way.

I just bought my wife the 6+ and the same exact issue happened to hers after a backup of her 6 and restore to the 6S+.

Can't believe I'm the only one.

Let me know what to do. I am a telecom data tech so I'm not stupid

Have you tried restoring using the latest version of iTunes? The current iTunes version is 12.3.0.44.

Mine has did that but gave it a few hours and it came around.

How many hours? It has been almost 24hrs, plugged in and on wifi and still not one additional app has downloaded

I had the same problem. Because I had backed up the phone, I simply deleted them off the phone, then plugged the phone into my computer and sync' it. They all transferred over.
