App to add text to pictures?

What do you think it the best app to add text to pictures?

I would also like if the app had a collection of emoticons to add to the pictures and if the app will allow me to add the picture in picture kind of effect.

You can go for photogene. This helps you to place your text to your pictures.

That's a good one, didn't know of it!

I'd also like to recommend Skitch--you can add words, arrows, etc. I don't think you can insert emoticons though. I'll have a test it out.
