App to turn on phone, turn up volume so call can be made

We recently had an emergency where we could not get ahold of a relative because their phone was off. Is there an App out there where you can text a person a secret code, and their phone will turn on (if it is off) and the volume to their ringer will be turned all the way up so they can hear a call being made to them?

Very much doubt it. But what a good app that would be. Of course it will also be open to abuse!

The better solution is to have the person install an app that always rings when a specific caller is trying to reach them.
