Backlight issue during calls.

When I make a call with my iPhone 4 the backlight will not turn off. Is there a setting I am not aware of?

Is the light PIR blocked over. This is on the front above the phone speaker? Sometimes these get covered over with screen protectors. If not then I'm sure someone will know.

Possibly I have an otterbox case that has a line over that.
