Best app that will give phone number for iPod?

I'm looking for the best free app that will allow my Daughter on her iPod Touch 5th Gen to get a phone number that will allow her to text. Essentially, it's to allow her to use SnapChat on her iPod to send quirk things to her Brothers and I.

I've looked at Viber, but is there anything else. Even a few dollars for the app would be acceptable.

Snapchat will work on the iPod touch as is, without adding a phone number.
Here's the App Store listing. In the compatibility list it says it's compatible with iPod.

In addition, the iPod touch can only send texts by using iMessage. SMS text messages cannot be sent from an iPod touch.

Since the app says it's compatible with iPod, you should contact the developer to bring this to his attention. It could be a bug in the snapchat app.
