Bluetooth connection with Win7 Dell computer

I want to use my I-phone as a modem via bluetooth connection, but Cannot connect the phone to the other Bluetooth device?
Is it possible to connect an Iphone to windows computers?

If you go into general and then personal hotspot it has all the instructions needed to connect via Bluetooth, wifi or USB cable. As per picture attached.
