cannot receive pix from iphone5c

I have an iphone5 and my when I send a picture to my grandaughter who has an iphone5c she does not get my pix nor do I get pix from her when she sends them. is there a setting that could be wrong? I am using the iphone test messenger and so is she. thank you

Make sure you have your phone set to allow MMS (multi media service).
Settings>Messages>MMS messaging>ON

I would also make sure you have "Send as SMS" on as well. If iMessage is not available, the text will go regular SMS.
