Cant send Picture Messages Somtimes.

An anyone help me with this. When I go to send a picture when texting the progress bar stops for awhile, and then says "failed to send". And I get the red exclamation mark.
I can try it a couple of times and every now and then it will go thru. It happens on data & wifi. This is also my second iPhone 5 and it did it with the old one also. Everything I need in settings is on, and I've backed up and restore a couple of time also. My daughters 4s does fine & she is the other line on my account. So its not my entire Verizon account that's having trouble with it, Judy's mine. And it's been doing it for the past couple of months.

Tell us what your setting are

iMessage on, Send Receipt off, Send as SMS on, @ the bottom: MMS on, Group Messages on.
These are the settings in Settings/Messages. On iOS 7, but did the same thing back when I had 6.1.2 also.
