Can't Verify Update

When I try to update my iPhone 4S (which is on the compatibility list) to iOS 9.3 I get the above error message. It also says I don't have a network connection. But Safari opens with no problem. I did a web search and none of the fixes worked. I tried unloading settings from memory, did a memory reset, reset network settings, deleted the update from memory, etc. Nothing worked. I still see the number one flag indicating an update is available, but when I check updates it says my iOS 9.2.1 IS UP TO DATE.

Oh, yes! I also tried connecting to my computer via iTunes, but again got the up to date message.

Any ideas?

Apple has temporarily pulled the iOS 9.3 update for iPhones older than the 5s and iPads older than the iPad Air 2. This was because of the many users that had problems with the update process.
