Now, I changed a few icons in phone 4s into the pure-white circle icons . But when i change icons *.ipa , they have a black border. Who can help me? And please show me link as well as detail direction to fix it. This is my interface of my iphone:

I also tried to use another icon of other apps but it still has black border

What you have going on is the stock behavior of the iPhone - it will automatically skin any App Store apps.

The address of this mask and overlay is: /System/Library/PrivateFrameworks/MobileIcons.framework

The file names are (note that the names are case-sensitive):
AppIconMask~iphone.png
AppIconMask@2x~iphone.png
AppIconOverlay~iphone.png
AppIconOverlay@2x~iphone.png
AppIconShadow~iphone.png
AppIconShadow@2x~iphone.png

The @2x PNG images are 118 x 120 pixels, the others are 59 x 60 pixels. You may only see three images (they are dependent on which iPhone you have - retina or not.

Now, I theme using Winterboard, so I don't know how this will work - but maybe if you make the PNGs transparent? That way, they won't show up. Just a guess. Again - no clue. All I can suggest is to experiment (after making a copy of the files ... just in case). Oh, and if you do change, modify or delete these PNG files, any/all subsequent App Store downloads will not have them applied when the phone installs them. I don't know what that will look like, either - but just so's you're aware.
