I was wondering if there was a way to change the shutter speed of the Video Camera.

I set mine in 30fps if I recall correctly.

But I'd like to know if there was any kind of app or third party app to modify it and set it at a higher speed, for an iPhone 5s or SE.

OK on my iPhone 6s, if you go to Settings > Camera > Record Video, you can select between a number of different resolutions and fps

720p HD at 30fps
1080p HD at 30fps
1080p HD at 60fps
4K at 30fps

Unfortunately I am not sure if you can do the same on older phones. The tech-specs for the 5s only state a maximum of 1080p at 30fps so I would guess you are stuck with that, as it is likely a limitation of the hardware rather than a software 'feature'.

I only have the option for 30fps at either 720 or 1080 on my 5S
 
A third party video app may give the ability to change the frame rate and shutter speed manually.
