Data Plan from AT & T

I have a IPAD 3G with a data plan from AT & T. Can one add he same type of data plan to an IPhone? I do not want he phone service just the dat service. The only other option is to purchase a Apple IPod Touch. If I purchased the IPod Touch could I use the same account that I have set up on my IPAD?
