Difficulty Backing Up

I just discovered my contacts have not been backing up whenever I try to restore from my previous back up
The same applies to my notes
I don't know if any one has had this problem and how was it resolved
I use an iPhone 5S and I still have more than 32G available free space being a 64G phone
