down grading the base band from ISO 5.0.1

i was fooled by a friend to purchase a locked i-phone 4 from UK which was reported missing and claimed insurance. I could use the phone with a turbo SIM. once again not knowing the issue through the i-tunes latest ISO 5.0.1 software was installed and the phone stuck. now they say that I will never be able to downgrade the base band frequency of the modem and I will never be able to use it as the phone was insurance claimed. Is there any way that I can get over this impasse.
