FastBlurredNotificationCenter is a Cydia Tweak which will give you the most efficient way to get a blurred Notification Center background. Normally tweaks will cause lag and the blur won't show up until a little after the whole NC is loaded. This tweak doesn't do that and loads it instantly without lag.
