I recently came to Jamaica from California, brining my unlocked AT&T 4S running the latest update OS. In Jamaica, I'm connected to the Digicel network. Voice calls, texts and data. Here the emergency number is 119 - but attempts to call 119 result in 'call failed'. Digicel don't support iPhone, but other users don't have the same problem.
How does a 4s know the emergency calling number when in another region? Is it network based, programmed in the network provider's SIM, or have I missed a setting somewhere?
