FaceTime Issues Still

I'm still having issues with FaceTime on my iPhone 4. My girlfriend has a 4S n has no problem using it. Mine will work only connected to wifi but we have unlimited data. I updated to 7.0.4 too n still not working? Any ideas? Thanks
