factory unlock showing no service. helllpp

i got a 4s and it was factory unlocked and i did all the instructions and when i restored it says congratulations your iphone is now unlockd. then it pompts me that there are new carrier settings and i say ok. it allows me to set up with tmobile sim and registers my number in itunes and in the carrier section it says im on tmobile 14.2. the prob is that it just shows no service and will not connect no matter what

also the imei was checked both by tmobile and att and is clean. also when i put in an att sim it shows 4g and how many bars i have
