Fetch not working

I have my Outlook app configured to fetch emails every 15 minutes yet, I am still getting emails pushed automatically as soon as they are sent. When I go into Mail,Contacts,Calendars | Fetch New Data, the PUSH button is set to OFF and the Outlook app is set to Fetch, yet I am still getting the emails immediately in Outlook. What I want is to retrieve them on intervals or manually.
