The only way it works is when iCloud & "Find My iPhone" is enabled on the iDevice in question. With that, you can locate it using iCloud.com or the Find My iPhone app on another iDevice.

There's also another app available in cydia called cylay but the phone has to obviously be jailbroken and have the app installed!

Just go to settings and enable find my iphone.
Then log into icloud.com on your computer and you can use a locator from there.
It plays a sound, displays a message, and I believe it vibrates as well.

Unfortunately, if the iDevice is already lost... the first part of this is impossible.

There is also an app called "iGotYou".

The only problem with find my iPhones the turn off button. If is off is lost. Now what's a thing about cylay that is " prevent turn off".
I love it and you can find it anywhere.

Neighbor used iPhone app last night to locate his lost phone. Tracked to a house, called the police, showed them on his iPad and they retrieved his phone from the bus boy of a local Mexican restaurant that they had eaten at earlier.

Kid lied bout not having it, but the police found it attached to sync cord with four other wiped devices next to it.
