Full iCloud Storage

I have standard iCloud storage of 5gb
But like 4.5 G is used to Documents as stated in Settings. iCloud only activated to email, calendar & reminder. Few other apps taking just like 400mb.
So why does it keep saying full storage ? Even If I delete things...

There were problems with iCloud servers last year, where people reported the same problem on their Mac. Maybe this is another hiccup. You’ll have to contact Apple Support to find this out.

Are you by any chance storing WhatsApp messages? Or a lot of photos?
