Group Messaging

Hello to everyone!. My new 4s does not shows the "Group Messaging" option in Settings>Messages. And since I live in Puerto Rico Apple could not help me unless I take an airplane and travel to the US. I bought the phone unblocked from apple so my provider is telling me that they also can't help me. I hope someone here could resolve my issue.
