Can i buy a t mobile sim card through wal mart and use it for unlocking my iphone without buying prepaid time?

You'll need an active plan or at least a balance on a SIM card in order to get the service activated. None of the unlocking methods requires that you use a SIM card at all, only to test or for use after unlocking.
