Try holding the home and sleep buttons until your phone restarts

There are two way, one I'm using and can recommend it, second i found on internet.

First is the app called SilentMode Switcher.

Second is SBSettings addon called Ringer/Silent Toggle.

What have done to try and resolve it? Make sure the slider switch on the left side is in correct position..Restart phone..
