I'm looking for 1 week to find out where this tweak is, is anyone know. There is a blue circle/dot (like a blue dot with a spinning lines circle) in the lower-left corner of the app icon notifying the program is open. Being the first post I can't post explaining picture.

I don't understand your question. Neither does anyone else. The blue circle dot with spinning lines show that a program is performing an update (getting mail, etc...). If this activity is happening for a very long time, perhaps the Internet connection which is required to complete the task is too slow or not available. Good luck.

It's not. When retrieving mail you don't get any notification other than the sound alert when you've actually got an email and the number of emails you've got is shown at the bottom right. When apps are updating you get a progress bar at the bottom of the springboard icon for that app.

I think the blue circle is showing that an app is running in the background when using the jailbreak programme backgrounder...
 
Thanks gaz... for the info. The original poster didn't mention a jailbroken phone -- and I can almost swear there are swirling circular lines rotating when an app is being updated for the latest info.
