Help with sending message over wifi

Hello. My phone currently just right now got turned off. I'm hooked on wifi and can do everything but talk and text. I thought if ur were hooked to wifi u could send out text messages.

You can only send iMessages and the other person must have an iMessage account on an iPad, iPhone or Mac computer system to receive it.
