after getting wet in my pocket from being stuck in heavy rains, my home button no longer works.

I turned on the additive touch, so I can at least get back now.

The thing that confuses me is that my phone has been submerged before and even took under water pics.

Tried hard reboot and a standard reboot with no success.

Is my phone shot or is there a fix?

The only way to tell if your iPhone home button is repairable is to have a full diagnostic done at an Apple Store Genius Bar. If the diagnostic confirms a faulty home button, the iPhone could be opened to determine the full extent of the problem. If your warranty is expired and you don't have AppleCare+ you'll be quoted the out of warranty repair cost. The Genius Bar diagnostic is free.

I don’t have an Apple store anywhere near by, or Apple care. But I do have insurance through AT&T. May just call them to see if they can troubleshoot and if necessary, replace.
