How Bad Are iPhone 4 Signal Issues?

Hello, I am a 15 year old living in the UK, and I have the option of either an iPhone 3GS or an iPhone 4. I have encountered them both at very similar prices. The 4 seems like the obvious choice here, but I have heard that it has some significant signal issues, and this would be a big deal for me.

Are the issues so bad that a 3GS would be preferable?
