How do I get around password protected screen on Iphone 4s

I recently purchased an Iphone 4s off craigslist. When I recieved the phone it had a password protected screen . I tried to contact the seller but was unable to get him to respond.
My question is, how do I get past the password so I can unlock the phone to use with my carrier??

Restore the phone with iOS 6.1 thru iTunes. That will remove any trace of the original users data as well as put the phone into a known working state so that you can then activate it. But keep this in mind. If the phone is locked to a specific GSM/CDMA provider, you will have to worry about jumping thru some hoops. Hopefully you are already on the same carrier so you don't have to deal with that issue.
