how to active iphone 4s on ios 6.1.3?

Somebody help me!!! Two month ago i got a gift from my brother.It was a iPhone 4s with IOS 6.1.3.It was Sim locked, but i used it as a iPod.Whenever i inserted a micro Sim on it it said to connect to Itunes, but when i removed the Sim card it again return to its iPod form.I thought restoring will make it Sim usable.So yesterday i restored it to IOS 6.1.3 again.But this was my bad luck that it says 'connect to Itunes' and when i connect it to Itunes it says 'carrier you trying to activate is not supported'. when i remove Sim card it did not change to iPod...Now somebody help me to activate it or please give me a way by which i will be able to use iPhone 4s as iPod again.

Your SIM does not match that of the carrier that the device supports. You have to unlock the device if you want to use a non-support SIM. The only way to activate the 4S above iOS 6.0 is to have a SIM from the original carrier of the device. There is no workaround
