How to transfer files to PC from 4S via USB?

Is it possible to transfer files to my Windows 7 laptop from iPhone 4S via USB? If so, how?

I want to do this so I can work on files on my laptop when I'm in an area with no WiFi but with cell service (or else I would transfer by DropBox).

You can use applications like iExplorer. They root your iPhone through USB, so you can transfer files FROM your 4S to your PC. It does not, however, entirely support transferring of data from your PC to your iPhone. It does for some files but not for others. But for your purposes, I believe it should do the trick.
