how to unlock 4S with bad ESC and no SIM

I am new to unlocking business but I would to know if anyone knows if I can unlock this 4S with a bad esn and no sim. if so pls help.

I believe that it is illegal to do so. It's defo illegal in the uk.

I dont believe its illegal... I havent looked into it but they new turbo sim cards for the 4s might work?
