I Need photo management app

I am looking for an app that will allow me to create albums, move photos around between them, and delete them hen needed. I don't like not being able to delete a photo without connecting to a PC. Unless someone knows a way around it.

I have photos in albums I can not delete.

Is there an app? If so, what is it?
