Hey guys so I bought this iPhone 4s with iOS7 on it, everything was fine until I tried restore the iPhone and it asked me for the password linked to the iCloud account, I can't reach the guy who sold it to me so what can I do, please!

I'm afraid that without the password of the original owner there's nothing you can do. The person who sold the phone to you did not properly erase the phone, leaving find my iPhone and his iCloud account info on the phone.
