iCloud and Photo Stream

My iPhone 4 stopped backing up to iCloud several weeks ago saying "incomplete backup", since then I've been backing up to my laptop via iTunes, now it has stopped sending any photos to Photo Stream ...... any suggestions as to what to do; maybe it will right itself when we eventually get iOS6!!! *
I have an iPad 2, no problems at all with iCloud backup (does it every day) and photo steam working perfectly.

its worth noting that any device you are using for Photo Stream must be charged over 20% or the photos wont stream.
