I purchased a used iPhone 13 pro max on eBay which I knew was iCloud locked. Apparently it is blacklisted and reported lost/stolen to Apple and replaced by Apple. Is there any way I will be able to unlock this phone and use it?

Unfortunately you’ve bought yourself a brick. There’s no way to get rid of the iCloud activation lock or the blacklist. Your seller is a scammer. If possible you should get a refund as soon as possible.
