Hi, I've recently received my new iPhone 4 but have noticed the home screen icons and folders are (or appear) smaller - is there a way to increase their size?

If you are jailbroken, install Bigify to make your icons bigger...
Bigify+ is also available as a paid tweak with even more options...

When I try to install bigify it tellms to install debian files which I have no idea. When I go to Cydia website it is only a page with one colum of icons on the left.I cn not see anything to download there.

Cydia is an App which can only be used on your jailbroken iPhone. Cydia is installed as part of any jailbreak and should appear as a new icon on your desktop.
You cannot visit the Cydia website and download anything from there... That's not how it works.
