im new here, i want to know if any one can help me, if i buy an i-phone 4 from over seas will i be able to use it in the uk? i know its probably a silly question but still

If it's not factory unlocked then you won't be able to use it. You can unlock iphones but it all depends which baseband it's on. If the phone is on the latest firmware (if it's new then it will be) then you won't be able to unlock it...
