IMEI lockout?

Purchased in September 2011 an iPhone 4 used by dba.dk, now there so it happened that the operator Telia has IMEI blocked it because of him I bought it off, apparently had bought on hire without paying monthly installments

Can I in any way circumvent the IMEI lockout? for the operator Telia's will not help (actually understandable) and will only reopen it if I pay the amount due, and the seller does not respond to my inquiries.

go pay the due amount. I think that it's your only option here unless you can use it outside of your country.
