Inertial scrolling in web browsers for iPhone 5?

There doesn't seem to be any native inertial scrolling in any of the mobile browser apps for iPhone 5. Is there a way to correct this?
 
You can not correct this. The feature has to be programmed by the developer. Your only recourse at present would be to write the developer and ask them to add the feature.

Well, since Safari is the default browser who are we suppose to write to? Google's browser is the same way.

It's strange because you can do this while in your settings and other areas, just not the web browser. You can do it in text as well.
 
Suspect every browser is that way under iOS. Inertia based scrolling has no value, in my opinion, when dealing with web pages because of the variable zoom level. Apps with fixed displays, on the other hand, can implement the feature within a constant context.
