I downloaded the update, and tried to update my Iphone 4 to the new IOS 5 and I keep getting this message. My computer is running Vista, I updated my Itunes to the most current version, my vista is up to date, and I tried to reboot my computer, no matter what I do, I get this error message.

Any help is appreciated

So far it's most common on Verizon. It just means the servers are at a limit and to try later.

Thanks for the reply, I have AT&T so mark one up for that side too. That makes me feel better, I was hoping I didn't have a phone issue.

That happened to me too. I didn't reboot or restart anything but the update. All ran fine after that. However, you need to be patient in that at some point, iTunes may say that it is restoring but the device appears to be asleep. It is not. Just wait until iTunes says that it is complete. It took over 30 minutes to restore 4GB of my apps & data.
 
Disconnect all USB devices, reboot, plug in the phone USB cable, and try again. Solved my "Restore Internal Error".

I kept on getting internal error for both my iPhone and iPad. Finally I started from restore the software and worked fine for both.
