ios 6.1 iphone 4 no service

I update to IOS 6.1, and my norwegian sim card (my call) shows NO SERVICE, but when i put my old English sim cards, thay are working ok. I try downgrade to IOS6.0, but i tunes shows errors.
Can some one help my? Thanks

You cannot downgrade to any iOS without SHSH blobs. Your Norwegian SIM isn't working because your drive is probably locked to your English SIM. In order to use it with the Norwegian SIM, you'll have to unlock your device
