Hi,

I have 2 iPhones a 4 & 4s, I have been told that by installing iOS 7.0.4 on them that they will become unlocked, is this true?

Simply restoring a device will not unlock said device. Unlocking is done at a carrier level. You'll have to either request it from the carrier the devices are locked to, purchase an unlocking service from a 3rd party, or buy an interposer for a hardware unlock.
