Iphone 3GS Ipad baseband downgrade possible?

1. is there any method to downgrade ipad baseband on iphone 3GS?
2. is there any method to permanant unlock for carrier unlocked phones?

No, there is no way to downgrade baseband on any device besides the old bootrom 3G. And no, there is no way to permanently unlock your iPhone(at least in the US).

Thanks for the info, Jmills. I own an old bootroom 3GS, which I upgraded to iPad baseband a year ago.
Do you know of any way to downgrade, or does this only apply to old bootroom 3G?

It is only for old-bootrom 3G, that is the only device which the baseband can be downgraded.
